First of all you need to find 3 - 4 architects that you will are interested in and think could be a good architect for you. You then need to ask them individually questions such as how much experience do they have in the Oxford architecture field. Be sure to ask if they have worked on a similar kind of project to yours in the past, if they have ask for the addresses of the buildings and go to see them. You will be able to see how good a quality the design is.
Ensure that the Oxford architect you interview will be the one that will actually work on your project. If they say that a colleague of theirs will actually work with you make sure you see them and ask them questions about their experience.
Find out how long the Oxford architecture consultant expects the project to take from start to finish. Ask what the key dates will be and make sure you think the deadlines are reasonable. Building contractors are very expensive and you do not want to pay them any longer than you need to, on the other hand you also do not want the project to be rushed.

Make sure they breakdown each cost into labour, materials, their fees etc. Find out how regularly the architect would like to be paid; it's best to pay them once a month. They should include VAT into the cost; if they do not you could think the project will be a lot cheaper than it will actually be.
Ask for clarification on exactly what service they will be providing.
