The best type of Chinchilla wheel is a metal wheel which is easy to clean and does not wear out. These are usually about $50 to buy but it will be used every day.
Chinchilla wheels allow for the fact your chinchilla is very active in the wild. A chinchilla which is healthy and well exercise is more liable to be a more entertaining pet. Think of your chinchilla as a human being, if you were in a house without things to do to keep you entertained you would soon get bored and sad.
Chinchillas are very sociable animals if you bring the best out of them. If you are going to keep a chinchilla as a pet please provide a large cage and plenty of accessories and toys.
