Many law officials require the suspect to measure a favorable and legal rating of blood alcohol content prior to being released from jail. This is often administered directly within the jail house in which one is being kept.
People convicted of multiple offenses are often required to use this device prior to starting their car. They are often mounted near the steering wheel for easy access. Those that test a negative or illegal result are unable to start their car.
Using a breathalyzer is often required by those that have follow up appointments and counseling after a conviction. There are many sessions in which people have to partake in where this level of blood alcohol is measured at all times. These are usually administered by legal professionals running the program.
