The mess left behind by departing of foreclosed occupant is causing concern. A whole industry has developed giving jobs to people to clean and repair thousands of trashed out foreclosed units.
In one stunning instance a spacious house on Hawkins Heights in Lane County, Oregon, that fetched a price of half million dollars prior to the bust, recently witnessed the departing owner taking out the entire inside of the kitchen. Carpets were cut, furnace was taken out and also the water heater. The door had to be cut to enable them to take out the items. The anger was obvious.
In the locality of Lynnbrook (Santa Clara) the residents were upset by a house owner painting an obscene clown on the garage door before going.
In more and more case the mess is spilling on the outside of the house and it is disturbing the other residents apart from creating problems for the code enforcement officials whom the neighbours are calling increasingly. The trash gets blown by the wind; the grass grows high inviting rodents and human vagrants to seek shelter.
How far the government will be able to help or not depends on the strength of the ordinances of local administration, the resources available and the property’s status. Firstly the government official has to find out who is the owner of the unit and this can be a difficult task. Jane Burgess, the compliance officer of Lane County said, "Have you ever tried to reach a bank in San Francisco or the East Coast? You’re just never, never, ever going to get anyone."
Although the law has tied her hands more often than not, Jackie Murdoch tries to keep track of the date of the foreclosure auction so that everybody starts to hope for a change. Murdoch said that she can’t tell this to the neighbours but she feels that it is better if the people living near the unit cleaned up the mess; many are doing this to save the environment of their own houses.
Nancy Leyson has been watching anxiously the house of her neighbour that has been repossessed by the bank. Last November she noticed pink fiberglass peeping through the old shakes. It seemed that the damage had been done by either birds or squirrels. She noticed the hole becoming larger and larger.
The problem too is getting larger has foreclosures persist.
