With the help of some private insurance companies, the Vermont partnership long term care program was initiated and developed by the local state government in order to help encourage and eventually convince its residents to purchase an LTC policy for their future needs.
As mandated by the provisions under the Deficit Reduction Act (DRA) of 2005, the states were tasked to make alterations and provide more options and alternatives for the long term care needs of their residents. This prompted the participating states to implement Partnership programs that offer flexible selections for the majority of the American people who are average income earners.
The Partnership program may be considered a success because it did not only attract its target market, it also got the patronage of those who are earning above average. This is a good sign for the insurance industry and for the Americans as well because it only shows that they are starting to plan ahead for their LTC needs in the coming years and that they are wise enough to invest on something that would put their hard-earned money to good use.
Unknown to many, aside from giving the citizens cheaper options to own an LTC policy, one of the main goals of the partnership program is to help Medicaid lessen its long term care expenditures that amounts to almost billions of dollar every year, and this is just for LTC benefits alone.
The Vermont partnership long term care offers benefits just like with other LTC policies purchased from a private insurance provider. Aside from this, partnership policies offer two more additional features that are only available in a partnership policy known as the Dollar-for-Dollar asset disregard and reciprocity standards.
The reciprocity standards make it easier for the insured individual who has acquired a partnership plan in Vermont to transfer to another state without worries that his policy will be nullified. His policy can still be used and valid given that he transfers to a state that participates in the reciprocity agreement and also offers partnership programs to their residents.
Meanwhile, the Dollar-for-Dollar asset disregard feature of partnership plans allows the policy owners to keep a dollar of their assets for every dollar that their partnership policy has paid out in benefits. This will give them more chances of qualifying for Medicaid eligibility should their policies end and they still need additional and extended care and medical attention.
Some other features of a partnership policy are almost the same as that of any other LTC plans. They also have the same benefit coverage such as providing adult day care and nursing home facilities for the insured persons and giving them medical professionals who are all skilled, licensed, and well-trained to assist them in any way that their health condition requires and demands.
In order to apply and qualify for the Vermont partnership long term care program, the applicant must be a certified resident of the state of Vermont and must be able to present proofs and documents supporting his claims. He must also provide proofs of income and other financial resources, and must have a Social Security Number.
