The best way to do this is to take some electrical courses, at which you can gain the knowledge necessary to make several common household electrical repairs. Even if you don't plan on becoming an electrician as a career, taking some of these basic classes will help you gain the knowledge and confidence necessary to handle an emergency blackout situation.
After the emergency situation has passed, you might want to consider hiring a certified electrician to inspect the work that you did. That way, you can be certain the repairs are correct and that you did not mistakenly create a hazardous situation for you and your family. Still, being able to make the electrical repairs yourself can save you a great deal of time and money, as it can be difficult to get an electrician to your home quickly when an emergency situation arises that affects many households.
