Part 129 of CASR prescribes a certain set of requirements for foreign operators

Aviation has played an important role in bridging long distances apart from generating employment. With the introduction of the aviation industry, people are now able to travel from one end of the world to the other. Presently, the civil aviation industry is responsible for providing employment to a large number of individuals around the world. With the occurrence of changes in legal requirements, business developments and technological changes, the requirement for airline consulting is in high demand. Airline consulting involves professionals who assist airline companies by providing advice and recommendations.
The Civil Aviation Safety Authority (CASA) is an Australian National Aviation Authority (NAA) and is the government statutory authority responsible for regulating civil aviation. CASA is also responsible for licensing pilots, ground crew, aircraft and airfield operators.
Under CASA rules, the Civil Aviation Safety Regulations (CASRs) has two parts that deal with issuing Air Operator’s Certificates to air operators. These two parts are Part 129, which is for foreign operators and Part 119, for Australian operators.
Under Part 129, a set of requirements are prescribed to foreign operators that operate foreign registered aircrafts to, within and from Australian territory on any air transport operations that are not regulated as domestic flights.
The main purpose of the amendment to the regulations to the Foreign Aircraft Air Operator’s Certificates is because of the lack of requirements related to obtaining an AOC in certain areas. Apart from this, there are AOC requirements that are required to be integrated with and formatted similarly to other CASR Parts under development. Finally, in order to improve and ensure safety, there are requirements that are applicable to foreign operations to Australia.
Currently, there are 70 foreign carriers that are required to review the requirements contained in CASR Part 129 and seek the issue of a Foreign Aircraft AOC from CASA.
The primary responsibility of the Civil Aviation Safety Authority includes maintenance, enhancement and promotion of the safety of civil aviation in and around Australia and the operation of Australian aircrafts that travel overseas. Casa is also required to provide comprehensive safety education and training programmes besides cooperating with the Australian Transport Safety Bureau and administering certain features of Part IVA of the Civil Aviation Act of 1959. Australia is also one of a few nations that allow issuance of AOCs to foreign operators.
