Now come to the topic that what are the parameters of judging the quality of a link. The answer is a search engine considers the content of the sites to determine the QUALITY of an inbound link. Again when inbound links to your site come from other sites and relevantly those sites have content that is related to your site then these inbound links are considered more useful and helpful to your site as they can do really good for the popularity of your website. And this is the parameter of judging the relevancy of the back links of your site designing. But on the contrary if you take unrelated and irrelevant back links, which have no connection with the content of your site then this, will be counted as the drawback of the relevancy of your site. So unrelated content is not desired. The higher the relevance of inbound links, the greater their quality.

As for example if you have a website about ornaments and then you receive another back link from a website containing wedding ring collection then it would be more preferable than getting a link from a site about drug test. The more relevant the site is that is linking back to your website, the better the quality of the back link.
